It's an old method used to clean coins and make them look like they're BU. Usually, they would take glass wool, attach it to a drill and buff the coin with it.

Bad Thad has it. It is the same as " tooling " using a Dremel to gring down surfaces to eliminate marks and gouges, to smooth out the surface of a coin.
