The first coin is, I believe, French.
'ROI DE' is 'king of.'
'....CAIS' is French. [FRANCAIS]

My best guess.

The second coin is a campaign medal of the 1888 US presidential election, depicting President and Mrs Grover Cleveland on the obverse, and Vice President Allen Thurman on the reverse:

Correct on both counts, it seems. The only thing needed to be added is the French coin has been turned into a "love token": the usual reverse design has been ground down and erased, with a new design carved into the blank side. It was then turned into a brooch by having a pin and catch soldered onto the obverse.
