The first one looks like PMD, I can see what looks like file marks. The second one is not a strike trough, I think the steel core had a defect that shows through the plating.

They camrout from a new roll. I will keep them I fpund this similar clipped. On a 10 cents

I think coin number 1 got caught in a counting / rolling machine at the mint. I have found damaged 25c coins in rolls I got from the mint. It doesn't have the usual characteristics of a genuine clip error.

For coin number 2 my first impression is that it has a plating flaw due to an impurity. Or it could be struck through as you suggest.
