Surfaces do look much nicer than a typical VF coin. Perhaps this was an extremely weak strike

Not enough detail above the ear, on the breast or legs, for an extra fine grade. If you had in hand and see lots of mint luster one could argue the strike was weak. But it ain't gettin a grean bean!

I paid $250 for this coin...I thought it was a fair price.

That's a tad high IMO - not many PCGS XF45's go for that much on Heritage, and this one's overgraded - but nothing to panic about. You maybe lost a case or two of beer on it.
