Any ideas of its provenance or issuer? Is it in Groves? Civic Stamp?

Looks like the typical "hacienda" counterstamp to me, maverick stamps that defy all attribution. Did you check Rulau?

Is the host coin a copper coin from Mexico at all (I am pretty bad at identifying such worn items)?
Many times, especially on ebay, items are placed under "Mexico" where such an attribution is less than certain - I guess "Mexico" is the average ebay seller's default setting for "unknown"...

Its Mexican and Julia Purdy knows the series. Its probably Hacienda/Civic as their is a ghost outline I have seen before on Grove pieces with Hacienda counterstamps - at one time I had a collection over (100) ... part of my Stacks Collections sold between 2008-2010. Just can't recall many in a circular stamp of this quality? --- I keep thinking civic ... see an ebay seller dnecoins ... then dig for his collection posted indirectly in his FPL - Click on ebay - ABOUT ME - after clicking his seller ID. Impresive. You will find it ...
