Can someone tell me if the scratches or what appears to be "brushing" on the surface of this coin is PMD or is it normal, its on both sides? Thanks

To me it looks as if its been wire brushed but the detail is still good.

Otherwise a nice looking coin.
Seems to me to be an old scratch.
It has been patinated over many years ago, to match it's surroundings.

Besides the obvious scratches which are PMD, your coin appears to have a pattern of lines which were a condition of the planchet before it was struck.
"Dipping" is not considered cleaning...
