If you're talking about the pink ribbon in the centre being in a different rotation, then yes, it is normal -- they were applied randomly so you have a great variety of positions for them to end up in. Just for fun a few years back I gathered up all the 2006's I could find and arranged them so that the ribbons went "around the clock" -- that is, I ended up with 24 quarters where the long arm of the ribbon pointed to 12:00, 12:30, 1:00, etc. No extra value, but it looked neat to have the entire set.
