Okay, first of all, I have a write up on my ebay listings that says shipping to the lower 48 states only. I unselected the global shipping program. Regardless of this, some guy from Russia bought a fishing lure that had $2.50 shipping on it. He only had 15 feedback. I sent him a message saying we need to work something out about the higher shipping price. He has not responded or paid or anything yet and it has been 2 or 3 days. I am going to report him soon, but my question is, what should I get him for. I don't want to do nonpayment because I don't want him to pay until we work something out. What do you guys think?

My guess is that you didn't block non-US bidders.
Saying "lower 48 states only" does NOT protect you from bidders in other countries.
It's one thing to say that but quite a different issue NOT to use ebay's/PayPal's procedures to block where you don't want to ship.

What will likely happen is the buyer will file a NPS against you ... and WIN.
You will then have a strike against you AND probably a negative feedback PLUS hits to your DSR's.

As I see it your ONLY out is to ship and take the financial loss.
Think of it as the cost of a lesson learned.

Bassmaster,

Change the words if you wish:

"Dear ebay,
Although I clearly stated in my offer that I do not ship outside of the Lower 48
this buyer from overseas bid and won.
I wrote to him offering to work something out but so far no reply.
While he has as of yet not sent payment I am turning to you to help resolve this problem
Thank you,"

Very diplomatic and no hint of anger on your part.
I hope this helps you.

Yes Matthew, I will probably end up having to do that. Thanks! I did have the places blocked, but who knows, with all of the global shipping program and junk it may have unselected it. Kanga, he is not responding or paying. I see what the issue would be if he had paid, but he hasn't and is unresponsive as of right now.

Send a cancel sale request and see what happens. Other than that you might just have to open the unpaid item.

Double check and make sure you aren't enrolled in the global shipping program too. They like to put you in without telling.

Yeah, I despise the Global Shipping Program, it has caused me several issues. I'm going to give him a few more days before I report, but I'm sure I won't hear anything back. I may try to cancel the sale today and see what happens.

I sent him an invoice with $30 shipping and $10 for the item. Therefore on the item, if I open the non paying case, then he will have to pay the $40 right?

Bassmaster,
I think not.
The buyer IS overseas. IMO you are justified.

basebal21,
Where can one find information/description
for the global shipping program?

You should have got a message about it. It is very annoying. I plan on reporting him tomorrow, it will be seven day since then. If I remember right, I can write a deal about why, so I'll tell about it there.

Its basically where you ship the products somewhere in the US and ebay takes care of the international part. The problem is that ebay charges insane amounts to the buyers so youre basically assured negative feedback for that.

The opt out though is somewhere in the mess of links when you click the site map link at the bottom. I had opted out then about 3 or 4 months later stumbled upon it and saw they had put me back in and had to opt out again.

Global shipping has been fine for me, I almost lost a sale until I tried it, simple really, send the item to an address locally in the USA ebay does the rest. I shipped a laptop, made almost $100.00 if I had refused my next choice was to sell it again and probably only make a few dollars. Computer arrived quickly and I got great feedback.

IMHO....

ebay is spoiling for seller issues regarding (pushing) GLOBAL sales.

Customs, freight charges, Languages, Legal issues, etc.

Many cans of worms...

I do not buy out of the 48.

I do not sell out of the 48.

No insult to anyone.

By the way, Bassmaster, there is an option to cancel a sale with the reason "Buyer wants item shipped to a country I do not ship to" (or something along those lines). I've had to do it a couple of times.

Thanks Xshift. Hopefully I won't have to do it again, but I probably will and will definitely keep that in mind. Update: The buyer never responded or paid, the case is closed.
