1966 Voyageur Dollar In A 1967 Proof-Set

Hello. New to the forum and have a bit of an oddity in my collection. Thought someone out there might be able to provide me with more information.

I have a 1967 proof-set, yet it contains a 1966 Voyageur dollar. To the best of my knowledge, there was no tampering with the set. Thoughts?

I think that is a coin holder that you put together youself. Just place the coins in, and snap together.

yeah, that's not a mint product, you can buy those at any coin store

That's exactly what happened.
"Dipping" is not considered cleaning...

Might as well see the other side of the '66 dollar--you never know when a small beads will turn up.
