Can anyone help me with what the 2500 means on this customs sticker from RCM? is that decalred value of $2500, $25.00 or a weight designation? Any guesses would be appreciated.

That is $25. You are looking at a package that once held 10 silver proof-like sets, original issue price was $2.50 per set. I cannot see a date, but my guess would be 1965.

Agree with above. The Ottawa 2 address of the Mint is pre-postal code and they started in 1971.
