Silver Dollar Content - 0.925 Versus 0.9999

This may have been discussed before (my apologies), but why did the RCM change the silver content in silver dollars after making the switch to 0.9999 in 2003? From what I can see:

2003-2006 0.9999 25.175g
2007-2011 0.9250 25.175g
2012-2014 0.9999 23.17g

Why not keep silver content and weight consistent? They are already issuing with a big markup over BV.

Price of silver?

From 2007 on the actual silver content in each coin doesn't vary very much - from 23.282g down to 23.168g, a .005% change.

I do know that they changed a lot of their 'sterling' coins to pure fine 99.99 silver for the taxable content. Any silver coin NOT 99.99 is taxable, Fine silver is not taxable. A small cost at manufacture, but a 13% savings for collectors.

Ok that makes sense. Did the change back to sterling silver for 2007-2011 have something to do with this?

Changing back to sterling, I have no comment on. I did question their silver content in the F15 series, as some of the coin in the 2011 set (that I subscribed to) were neither a full ounce (5 & 10 Euros), or Fine silver (UK Britannia was Sterling), both of which - when billed activated the "HST" and made what really was a less valuable piece - more expensive than a full ounce of fine silver from other countries.
