PayPal removed the full purchase price plus shipping from his account because the seller chose the option that I ship it back. He could have chose the partial payment option and gave me the $25 back he promised me, but he didn't. It's a "big ball of wax" because he's made it that way. 1. He didn't have to offer to reimburse me, 2. he could have refunded me in the beginning on his own when it was realized it was $25 cheaper, 3. he could have refunded me when I emailed him about it, 4. or when a case was opened...... It's very clear now that his intent was to not refund me from the beginning. He should have never promised it and it would not have been expected. He did this to himself. I would not have backed out of the deal if he would have said "sorry that's the price" but he didn't. I was meeting my end of it no matter what.

The shipping cost wasn't even calculated to my location. Why should I pay for an unconfirmed rate? There is nothing wrong in discussing shipping options, and if a cheaper option is available then yes I expect a refund. ebay does have an excessive shipping policy as well. It was sad to see a seasoned seller act this way... This is my time he's messing with as well.

I'm a little unclear, did he promise to refund $25 or say he would look at the cost when he returned (as you said in your first post)?

If you purchase a $1.00 FV stamp from Canada Post, it will cost you $1.05 (depending on tax in province). If someone asks you how much a $1 stamp costs do you say $1 or $1.05? (Assuming you are not able to reclaim gst). My point is that the actual shipping cost is often higher than the FV of the stamp. If he said he would refund $25, then I think you have an argument, otherwise I think he is looking at the real shipping cost, not the value of the stamp.

The OP did not mention how heavy the item is, was it from an international country, or was it express service.

I know if I send something overseas that is big and heavy and with tracking, it easily can be $95 shipping.

Now look it this way.

You now have to ship an item that you really wanted back to a seller over 25$. When you opened a SNAD case against the Seller "to protect yourself" all it did was make the Seller angry. SNAD? Really? You could have kept the lines of communication open and he probably would have refunded you the money. Filing a dispute sealed the deal as far as the Seller was concerned.

The seller responded to the dispute by checking the box "return for refund".

Sellers look at partial refunds as extortion attempts.

I would have done the same thing if I were him.

He had initially told me that he charges actual shipping with only a 50 cent handling charge but the USPS shipping calculator pegged it around $65US that's why I questioned it. He also said that if it turned out to be cheaper he would refund the difference. I paid the $95US he originally asked for and when I received it the label clearly said $69US and I never heard from him again. That's how the $25 difference came into play. He has not disputed the fact that he owed me $25US. He just never refunded from the beginning and started coming up with excuses to delay refunding it.

It was a US transaction coming to Canada. Heavy package and I had asked if he could ship USPS with the cheapest, tracked rate possible as I wasn't in a rush to get it.

No I do not have to ship the item back. It can't be forced. He said he thought he refunded me already and had to wait until next week to check on it. It takes 2 seconds to check PayPal. He was full of it. He should have billed me accurately from the beginning. This seller had 3 perfect opportunities to refund me and he didn't.
1. After he mailed it.
2. When I emailed him about it
3. When I opened the case.
If I didn't open it I never would have got my money. And if he was on his game it never would have escalated to that point. A partial refund isn't extortion. He said he was going to give it to me. I just didn't trust him after so many missed opportunities.

So you are saying if you promised someone something and they came looking for it you'd refuse and get mad? That sounds ethical.

So the seller responded to the issue by requesting return of the item. Sent me a nasty email saying no refund on shipping, returning is your only option. I didn't have a chance to respond to him when later that day he emails me again with an ultimatum. He said if I call ebay and close the case that night so that he can get his money released he will give me a refund next week. He again threatens me by saying if I don't close it there will be no refund as PayPal cannot force it on him, it has to be done by his choice.

I decided to give him a chance so I called ebay to close the case and after explaining everything to them the customer service rep was baffled as to why he just didn't refund the $25 because his funds would have been released immediately. This was the first I realized that 1. He requested the full return 2. He had the option to refund me the $25 he keeps promising and isn't doing. I'm not very familiar with how it all works but again knew he was dodging this again.

Their advice was to tell him to go online and switch his option to partial refund. Then his funds would release. I emailed him and told him the recommendation.

The next morning he changed the option to partial refund, and sent a message saying " I'm still sure I gave a refund. Please close this as soon as you get this message now that you have the extra $25"

I accepted and closed it out promptly for him and sent an email back to him with a few of my thoughts in it....
