This looks like a deteriorated die type of condition. In my experience this was common for some years around that era. If the coin condition is good it may be a good piece to have in your collection.

The coin is in perfect condition, better than the coins that are circulated. I was going to replace the one in my collection with this one until I looked a little closer, but I will keep this one in my other folder. It does look interesting. Thank You!
