Found this roll hunting a month back. Is this an error or PMD?

To me it does not look like PMD. But I would like to get opinions from seasoned vets. Thanks.

Its deff. post strike (not weak on obverse), not sure if PMD though.

The ends on the obverse shows that something has altered the rim in the same area as the anomoly. So I feel this is PSD. If it happened during the strike, this would not show on the obverse.
