If I were to guess, I think the seller is hoping someone will pay a premium for some crude humor.

I would pay couple of bucks more, on top of the $9.99+tax

It's relatively simple really. The answer is in the sellers name. He is a lowly cog in the greater galactic Empire, and needs those funds to help complete construction upon the Death Star!

I thought the roll I posted for $6666 was extreme. I wouldn't pay the $110 he wants for shipping for the roll and shipping combines. Seller does bring up some compelling points though:
The last million pennies ever to be distributed by the Mint were offered in special commemorative wrap rolls of 50 pennies *special rolls of 50 pennies. Can't find that anywhere else*
which feature Kruger-Gray's maple leaf design, which was used as the Canadian one-cent reverse image from 1937 to 2012 with the sole exception of 1967. *OMG!! I have to have that*
The obverse features the effigy of her Majesty Queen Elizabeth II by Suzanna Blunt. *I could be "blunt" about how I feel about all this*
Each roll is authenticated with a serialized holographic label. *Don't holograms cost a fortune?*
This one's number is 69 out of 20,000. *I withhold comment on this. Personally I would think a prime number serial number would be worth more*
Own a piece of Canadian History.

I noticed something at the bottom of the description "Not selling this for anything less. Lucked out with 69, eh?" 1) Firm, eh? Wow, he IS serious. Are these rare? Yeah, I guess. Are that $10,000 rare? I don't think so. 2) tempting to comment on the roll number, but not getting in trouble with moderators sounds better.

Would I pay a premium for that particular number? Sadly yes. Would I pay anymore then 50 bucks? Nope!

That number is as rare as 68, 67, 66, 65, etc. It's just a random draw from the pile. It's 50 out of 1,000,000 pennies sold in hologram rolls. Maybe #1 has some value, I don't know.
