I agree it's a 15. At least a market-grade F15 at a major TPG. The rims are sharp and 100% intact, there are almost no contact marks in the fields, and the eye appeal is high.

Here's another opinion on the coin,
but then who needs a TPG when you have CCF?

OOOOhhhh! That's a strong 12. ANACS tried to go conservative in many of their newer, yellow holders and this coin is a good example of that.
