I keep seeing this on graded coins on ebay
I know what clean means duh but tooled?

Tooled means basically what it entails. That tools have been used on the coin, this could meant the smoothing of surfaces to hide scratches or private re-engraving of details. Basically any usage of Tools on a coin outside of the mint.

Yes, Grading Services can and will give a "Tooled" designation to coins with have signs of tooling.

Grading services are not perfect. PGCS is notorious for errors, including fakes they've slabbed, so "yes" things get by.
