Thanks MUDA for images, I now know what to look for. I wonder what is causing them and how wide spread is this? This is extremely troubling since these aren't a $20 bullion coin. Today I received 2 $100 big horn sheep and the $200 towering forests coin. They are all good. From an ebay seller I received a 2011 color enhanced wolf and a gilded 2014 eagle all in excellent condition no spots.
I'm going to go through all my RCM coins this week and check them out.

Personally I wouldn't care if RCM sold the 20 for 20 or 50 for 50 or 100 for 100 with milk spots on them. They are just cash
But speaking of the really expensive coins with high premiums, it's unacceptable.

The milk spots accumulated during last two or three releases.
It is frightening that they are coming in such a short time after the release of the coins.
It may happen as well that you got them in perfect conditions and after twi weeks you are facing the problem. On the other hand I got a couple of them in that conditions from RCM - so it seems they are not willing to check qualitiy before sending them out.

Never seen milk spots on proof coins from RCM on any coin before 2013 - so it seems there is a correlation between increasing production / number of issued coins and worsened quality.

I have hardly visible milk spot on :

2009 Summer Moon Mask

but I bought this coin in 2012, so do not know, how it has been stored previously.

Do you need a magnifier to see the spots? I haven`t seen any in my coins so far.

@ Arianzo:

they "hidden" in majority of cases, and could be seen in certain angle. This is what I've seen on couple of numismatic coins.

Yesterday checked my bullion ex-collection (when I finished my F15, the non-proof duplicates became ex-collection/stuck), so the encapsulated 2012 Austrian Philharmonics got very visible, small, ugly milk spot.

I receive the glow maple leaf coin early last week, no spots. I'm not really impressed with coin. I will be returning it. My $200 towering forests & $100 big horn sheep also arrived early last week. I was lucky so far, they're clean. However, I haven't looked with a loop those.
Now I've got my $4$ coins in, I'm going to cancel the rest of my orders. I will wait for a 15-20% off blk Fri sale.
With silver dropping I'm going to concentrate on bullion for a while.

I was able to attend the Edmonton coin show, Sunday I met with a RDF forum member to pick up coins I had order through him. I bought a bunch of bird of prey bullion series and the new 3/4 Oz. bullion wolf, all clean so far. I'm very pleased at the quality of design. Plus I couldn't beat the price on nice design!! So I'll keep fingers cross, the plague doesn't hit them.
