Also, does the dull "1863", "UNITED", and top left side of the wreath count as damage? How does it affect the overall grade?

The grade looks like an F-12 to me with letters and date being greased filled.

grease filled errors typically decrease the value because people want to see details on their coins.

Imo the lower headband and LIBERTY are simply way too defined for even F-15--there would be more wear overall.
Rick Snow defines a VF as having a clearly defined lower headband--and a fully legible Liberty.
Since the hair curl/ribbon junction is just barely distinct, I'll put it at ~VF35--details or not, your call.

I'm not buying an even, partial Grease Fill on directly opposing sides of the coin - seems much closer to a die alignment issue. Either way, allowance has to be made for "wear" which isn't.
