Not sure what value might be especially because of the condition, but if that was my birthday I might buy it for a few bucks. If you owned it and I am sure your a dealer, you would be asking money for it. Yes the bill is a birthday serial #, just because it doesn't have value or meaning to you doesn't mean it doesn't to someone else.
