If not for those scratches I'd call it MS-64.

The horizontal lines are probably die scratches (cleaning of the die) rather than post-mint scratches, and if so, this is a nice solid MS 64. Can you tell if those horizontal lines, especially on the reverse, are raised above the field?

All raised lines, its a beauty in hand. Too bad about the spots but its in the album.
