Is the blotch on the head an error, if so what kind? Also is it normal for the L in Liberty to be so close to the rim?

It looks like post mint damage. Not sure about the L in liberty.

Looks like a nice lamination to me as well.!

there are no significant marks indicating that it was hit.

I see a combination of heavy wear and lamination errors.
Error coin writer and researcher.

I looks like the lamination peeled and was fell/flattened over the facial area. Note extra thickness in that area. Thanks Mike.
