Late Roman Bronze, Theodosius?

I pulled a nice sized late Roman bronze out of an uncleaned lot, but I'm having a little trouble with it. At first I thought it was Constantine II based on the bust, but couldn't find a reverse that matched.

I did find a coin of Theodosius I that seems to be a match (Heraclea 27a, http://www.wildwinds.com/coins/ric/...RIC_027a.jpg ) but I'm not convinced that the bust is right; the coin seems to have longer hair.

I found another match with an Arcadius coin (Antioc RIC 068c http://www.wildwinds.com/coins/ric/...RIC_068c.jpg ) although the bust doesn't seem to be any more of a match.

I believe it's Arcadius.

The face still looks a little thin to me, but I think I can see a "CAD" on the left side of the obverse which would match the inscription. I believe that would make it Antioch RIC 068 from Wildwinds since there appears to be lettering and not a big "X" in the banner. Thanks!
