1964 Roosevelt Dime - Cuds / Chips ?

Was getting together 30 plus roos. for the bullion pile
and found this one. The T is pretty evident. the 4 in date
has a raised area (not real evident in scan) on the bottom,
running from the crossbar southwest to bottom.
Just wondering if any added value if Cud or chip.

Looks like a die gouge to me. Happens a lot of the outside edge of the rim, sometimes inside the design. Just where the die gets gouged.

I thought at least a chip, but also saw the crack on the rim
