this certainly don't look like PMD, what do you guys say about this? is this PMD? or over stamp? doubled?

That is machine damage on an incuse devices. The incuse devices act exactly different from machine doubled raised devices. Incuse Machine Doubling enlarges the devices. On a hub doubled die, the incuse devices actually reduce in size. Here is a hub doubled incuse device compared with a normal device:

Note how the Machine Doubling enlarged the size of the device?

This is what you are seeing on your coin. I would love to have some closeup images of the devices on you coin. (You don't have to post all of them, just the strongest ones.) I could add them to my image library for future reference.
