That was a problem with the rinse technique they were using on they were using then. It was a real problem early on with the Zincolns. But note, the gray area on your coin. You still see it there under "GOD". So something affected the plating and die not totally remove what they were trying to make it look like. Note on the unplated planchet above in my image, the surface shows no rinse problems. (sometimes referred to as "orange rind".) So your coin was altered from what I can see.
