This is an anti-Prussian medal. The reverse has a quote from Goethe about the savagery of the Prussians.

The ANS has an example illustrated in their Art of Devastation database found here http://numismatics.org/aod/id/211411.0.1.a

Reverse has the quote mentioned by retiredkper.

The Brits made this medal as a propaganda piece to mock the Germans for their failure in taking Paris.
