I am curious as to why this particular coin, shown below, is listed as a RIX IX 5e and 8a? They seem exactly the same, so why two id numbers?

I seen this a few times with other coins, two different RIC numbers for the same coin. I've asked the same question and the only explanation I get is RIC has been updated a few times since it was first published and with the addition of some new coins the numbers might have changed. OK, that could be true, but what is the correct number? The answer being they are both right.

Confirmed that it is merely mint date, exact coin, just minted at different times in Milan, which is very rare apparently. So they cannot ascertain if it is 383 AD or 388 AD
