There is enough of your "Tamgha" to ID the coin to Kanishka I. The Tamgha is a tribal/ regal symbol, kind of like a coat of arms. It serves the same function today as it did in antiquity, it allows the viewer to recognize the issuing authority. You did have to read to know who was pictured.
