What has this been made into? Obverse almost makes it look like a button, but then the reverse has me baffled?

Thoughts?

It could be a coat button -- something that got sewn onto a thick fabric and needed a ring that size to make it usable.

It is a curious object.

A button, yes, I think. Possibly used similarly to a cuff-link, rather than sewn onto a piece of clothing. Old types of button often seem very clumsy to modern eyes — remember they were meant to be manipulated with a buttonhook, not by hand.
