The die that struck your coin is in it later die state probably VLDS. So the edges of the devices have been worn and over polished on the eagle. Abrasion on the die reduces the outline of the field, also making the edges of the devices to raise. That is what you are seeing. If it were a hub doubling, then other devices in that area would be affected. I don't see that on your coin. So you have a coin from a die that is about ready to be retired.
