Can't be rust the core is 98% copper. Maybe just crud from spending a while at the bottom of a cupholder.
"Dipping" is not considered cleaning...

These days I do not handle a lot of circulated coin but recently I was working on a loonie and townie album with my grandson. Thus we took to searching bank rolls. While I recall the toonie to be well received as it was unique and a good looking coin when it was first issued in 1996, judging by the majority within that roll searching it quickly turns dull and dingy after only a year or two. Anything less than uncirculated looks tacky and cheap in my opinion.
