ANACS Holder Possibly Tampered?

Do these corners of this anacs holder look to have been tampered with? I thought it was glue but I just tried to scratch it off hard with my nail and nothing comes off.

To me, that looks like super glue or clear epoxy.

If that was mine, whatever coin is in it would be considered "suspect".

well man I have taken coins out of anacs holders and switched them just to show it can be done and I can tell you that that thing has been tampered with 100%. ANACS would reholder anything that looked like that before it left

It looks kinda like glue, the thing is is it raised like if it's dried glue. I have ANACS slabs that look similar to that and it was just damaged from being shipped in the mail. Those style of ANACS slabs are really horrible and fragile.
