Those spots are toning. Probably from drops of moisture. Happened post strike


Amend what I said. Those spots could have happened anytime after the stock was rolled to thicknesses.

You probably won't find one now. Unless it is a minor off center that would fit into a roll. A lot of these were found in bags of coins. Since 2001 bags are no longer used. The coins go into bins and are shipped out to locations to be rolled. So unless you get a coin that fits into a roll, or can buy a bag that was still mint sealed, that is your only hope. You could buy one to get one. When I bought some, the 1999 cents had a lot of off centers then.
