Found this 1994 p Dime with the surface of the planchet that looks blurry / fuzzy / streaky lines.. Also the lettering "In God We Trust" is blurry and the E in "WE" look to be missing a section of the two upper horizontal lines and make it an "L" instead.. So "IN GOD WL TRUST"..

IS THIS AN ERROR AND IS THIS A RARE FIND? WHAT IS THE VALUE ON A COIN LIKE THIS?

LDS=Late Die State. The condition a die deteriorates into after striking many coins. (VDLS=Very Late Die State)

The lines you are seeing are called flow lines. The planchets wear a pattern into the die in lines toward the rim.
