According to The Error coin Encyclopedia (excellent book) the quarter seen here is an alloy mixture issue, (no error) still pretty neat copper quarter.

Looks more like environmental damage to me.A dug up coin.

When the discoloration wears off you can see the silver color showing through. Just spent sometime homeless.
