The steps seem to fade out upper right (unless that's just the photo). I'll say MS65. There seems to be some very superficial scuff marks on the obverse (e.g., just north east of the ear), but I don't think that's from circulation. Beautiful coin with great new mint luster.

Big difference on the steps now. I think it has a chance for FS. Also the more I look at the coin the more I like it: MS65+ FS
