Also, it looks like the dies weren't aligned correctly as Monticello is clocked counter clockwise compared to the obverse.

Looks like it might be delamination. Just the fact that a US Proof coin has a rotated die is significant. Definitely a keeper.

Sorry, I don't think it's rotated. Put the coin straight in the flip on one side. Notice you had to rotate the 2x2 in the first picture to have the obverse straight and in the second picture you didn't have to rotate the flip and the coin was rotated on the reverse? Pick a side, obverse or reverse and line it up straight in the flip, then when flipped you can see exactly the rotation

I don't think this is a lamination issue. More of a piece of the cello stuck to the coin issue.
