Welcome to CCF. It is a Twenty Cent Philippine issue. I can't read the date but they are generally worth a few dollars.

1916 should only have an S mint mark. Red Book price list $9 for VF Grade and $200 for MS60. There is a section on the forum to post picture for grading, but you will need better pictures to come up with an accurate grade.
