Nope. They are only dropping four of the five dollars because they have run out of subject material. Besides, the cent is just like the half dollar, a continuous non-changing design (save for the reverse change every fifty years).

Now, if they wanted to continue having five dollars, they could opt for plan B... Ten years of Vice Presidents.

An argument for dropping yet another coin out of the set. The half dollar is a NCLT coin as well and should go as too.

The half dollar is just on a hiatus.

I could be wrong, or if may just be an opinion, but the half dollar is still a (potentially) circulating coin. If the Fed ran out tomorrow (unlikely judging by activity in the CRH thread) then the mint would have to release some into circulation and they still have the authority to do so.
