My guess is because they are not too motivated to sell and their strategy is to wait until someone comes around willing to spend more than "market value". It's a common strategy on ebay. He also has a Make Offer option, so might be just looking for an offer that is still above "market" because he still scored extra in so doing.
I recently had a seller block me from their listings when I asked for additional info about their coin because they called it "unique" and I wanted to know what made it so. I found a KM that seemed to match, which also valued it MUCH less than he was asking for on ebay. Rather than provide the additional info or cofirm the KM, he just blocked me. lol.
Ultimately, its his coin and his only obligation is to himself and can ask whatever he wants. He's under no obligation to the rest of us.
