I'm uncertain that is a proof. Many first rate tokens were struck for collectors but I've yet to hear of any using specially prepared blanks in the striking. That said, it's a mighty fine piece.

The coloring does make it look like a bronzed proof. Are the scratches in the slab?

As I said before it is not technically a proof. Probably one of the earliest strikes on fresh dies using a polished or otherwise specially prepared planchet. I dont really care what NGC calls it.
