Looks like one of the cooler Cuds I've seen :) I love the ragged edge rather than the blob I usually see. Looking for some others to chime in to verify its a Cud.
Its Hubbed Arrows which is your first diagnostic point. As to the specific die marriage, there are many variations and stages for this date due to the immense amount of coinage produced. All 1853 With Arrows dimes with Retained Cuds are considered rare and should command a 2x to 3x premium over Coin World Values.
You've got a VG10 with maybe a push to F12. At best, rarity considered, its a $60 coin. Anyone paying more than that is a variety hound who truly wants to pay any premium to own this coin in their collection.
