Yes it is, it looks like either a Retained Cud or a strike-through, it depends on whether the error is incuse or relief. (hard to tell from the pic)

If relief, then it's a Retained Cud, if it's incuse then a strike through.

Nice coin, especially as the Japanese mint is pretty hot on errors and not many get through..
