1946-S Cents: Same Die Marriage?

I was looking through some wheats recently when I came across a 1946-S with very strong ghosting on the reverse. The coin displays some very weak details, including some letters on the reverse and the 46 in the date. I soon found another with similar (not quite so extreme) ghosting, and looking closely they seem to have several common characteristics, including weakness in the same devices and similar/same mintmark tilt and location. Do you think they came from the same dies? If so, I assume the bottom coin is an earlier die state than the top. Another photo of the first coin is shown below to emphasize the PIDT.
