I must be completely on the wrong track. I've tried giving the letters their number value (A=1, B=2, ect), coupled with a Caesar shift, and added & subtracted in all possible combinations. I'm stumped. I again don't know what question to ask. I'm stubborn though. I'll keep plugging!

Is it a single type of cypher? Like exp. Just vigener or just quagmire? Or is it a multiple type? .........
Is it a known cypher or one you have made up?

Actually, now that I look at it, the last two letters of the first line belong to the first part of the second line's first letter, (splitting the fourth word). So... (since you asked so nicely!!): Hint# 7: The fourth word in the phrase is encoded RSU and the fifth word is encoded TEAUIONJ.

Does the grouping(s) that contain 3 or more letters decode to a single letter, or to a blend, such as TH, SH, ect?

I never give up. I hate to say this broke me, but it did. I normally can figure out anything I set my mind to, but this is just making me mad. I'll watch patiently. Good luck guys and kudos to Moe. Fun contest, but very challenging for a guy that has only broken the newspaper cryptoquote! I learned a lot about codes & ciphers. What else can you ask for but to learn something new each day!

Just hopping on here...
Does each sequential grouping of vowels or consanants in the coded message boil down to a single letter in the uncoded message?

That's just it Moe. I don't think I could figure out the coding mechanism if you gave me the decoded phrase.
