Does each sequential grouping of vowels or consonants in the coded message boil down to a single letter in the uncoded message?

The 3,4 or 5 wheeled Vermacht and Luftwaffe Enigma or the 6, 7 or 8 wheeled Wehrmacht Navy Enigma?

From Wikipedia:

Quote:
The German Army and Air Force Enigmas were used with several rotors, initially three. On 15 December 1938, this changed to five, from which three were chosen for a given session. Rotors were marked with Roman numerals to distinguish them: I, II, III, IV and V, all with single notches located at different points on the alphabet ring. This variation was probably intended as a security measure, but ultimately allowed the Polish Clock Method and British Banburismus attacks.

The Naval version of the Wehrmacht Enigma had always been issued with more rotors than the other services: at first six, then seven, and finally eight. The additional rotors were marked VI, VII and VIII, all with different wiring, and had two notches, resulting in more frequent turnover. The four-rotor Naval Enigma (M4) machine accommodated an extra rotor in the same space as the three-rotor version. This was accomplished by replacing the original reflector with a thinner one and by adding a thin fourth rotor. That fourth rotor was one of two types, Beta or Gamma, and never stepped, but could be manually set to any of 26 positions. One of the 26 made the machine perform identically to the three-rotor machine.

If the sequential order represent a letter it would look like this being 40 letters?
B EA TZ U LF E MB A MPP A T EAEIOE FQ I XZ AA RS U T EAUIO NJ EU J A K EO MS A VX A R EO KL O V AI W OE TS I ?

I thought there was 32 and this would be 40 unless I'm reading that hint wrong

If yes, there have to be 40 letters instead of 32.

Beat me to it tweak!

I get off close to midnight so I get to work on it a little after and before work I' worried someone will get it while I'm at work when a new hint is dropped and I don't get to see it right away LOL. One of these hints is going to turn a light on until then I don't think I will figure it out. At least me and you are on the same page and I didn't read it wrong like I thought I did

...the last two letters of the first line belong to the first part of the second line's first letter, (splitting the fourth word).
......... The fourth word in the phrase is encoded RSU and the fifth word is encoded TEAUIONJ.

Moe - is this correct? The last 2 letters of the first line are TE and the first letter of the second line is A. However, this is in what you indicate as the fifth word, not the forth
