Just my opinion but I'm not seeing anything except a rough looking cent with a doubling of the 9. As far as value I wouldn't worry about going to the bank. Still a keeper because of the doubling for its interest.
Actually it does look like there is a 'dropped' nine to right and down. You can see the top of the dropped nine at the center of the true 9, too. Someone with more experience would need to give you a value, but I very much doubt if it carries any real price worth messing with.
I agree with Pete. Depending on how much it is raised/lowered. It does look interesting, but would need to better images as a lower angle to see if it is not a stain. (a stain would be level with the field)
Also a few more images of the obverse would be nice.
