Ms62... Face is pretty scuffed up and a lot of chatter to the left of the face keeps me at 62

I agree that the toning is attractive on this coin. I would guess MS63 on this one.

although there is a moderate amount of chatter I think it could make MS63. wicked die break across "STATES OF"

It looks at least MS-63, but I could see it being MS-64.
