I got just this half crown and saw the weight should be 14.1380g. I weighed it in at 13.8g. It doesn't look very worn, is this 3%ish variance too much or not suspect?

From the pictures presented here, it certainly does not look the be counterfeit. Not enough wear for a 3% weight loss.

If it IS genuine, then it must be an error coin.

Might be worth testing at a bullion dealer with an XRF instrument. If the alloy comes out at 50% silver, 50% copper, which is what I would expect, then an error coin would be confirmed.

Error as in made under weight on accident? How often does that happen?

The coin looks genuine to me, I would check your scale carefully if you haven't checked it recently.
